An Assistant Inspector of Police attached to Arua City Police Health Centre 3 died on Thursday, 17 April 2026, after the motorcycle he was riding overturned in Kuru Town Council, Yumbe District, when an unfolded stand struck the ground, police have confirmed.

The death of AIP Egwuyu Wilfred, 44, comes as the Uganda Police Forces 2025 Annual Crime Report shows road traffic deaths rose to 5,383 last year -an average of 15 fatalities per day -up 4.7 per cent from 5,144 deaths in 2024.

 Motorcycles remain the deadliest category, accounting for 15,096 crashes in 2025 that left 3,224 people dead and more than 10,000 seriously injured. While overall crime dropped 10.2 per cent to 196,405 cases, road crashes increased 3.7 per cent to 26,044, underscoring a worsening road safety crisis even as enforcement intensifies.

The deceased is AIP Egwuyu Wilfred, male, aged 44, a police officer attached to Arua City Police Health Centre 3 and a student at Arua Institute of Health Sciences. He resided in Arua City.

The injured passenger is Ambayo Geoffrey, male, aged 34, a student at Arua Institute of Health Sciences and resident of Okuli, Church Zone, Kuru Town Council. He is of the Madi tribe and was in stable condition at Kuru Hospital by press time.

It is reported that the deceased was riding a white Yamaha motorcycle registration number UEM 378W from Yumbe Town towards Kuru Hospital with Ambayo as a pillion passenger.

Upon reaching Manduru Cell, the motorcycle’s stand, which had not been folded, struck the road surface. The rider lost control, the motorcycle fell, and AIP Egwuyu sustained a head injury and lost consciousness.

The crash occurred on Thursday, 17 April 2026, at approximately 2015 hrs at Manduru Cell, Ombe Ward, Kuru Town Council, Yumbe District, North West Nile Region.

The incident was logged as YUMBE DISTRICT TAR 018/2026 and reported to police on 18 April 2026.

According to the incident report, well-wishers rushed both men to Kuru Hospital. AIP Egwuyu was pronounced dead shortly after arrival. Ambayo Geoffrey was treated and listed in stable condition.

The motorcycle was initially kept by the local area council and has since been retrieved and parked at Kuru Police Station pending inspection by traffic investigators.

POLICE ACTION & INVESTIGATION

Traffic officers led by CLO Arua City, IP Matua, visited the scene. A sketch plan was drawn and documented. The Regional Police Surgeon, West Nile, SSP Madrama Charles, and team conducted a postmortem examination. The body has been transported to Arua City for further processing.

Statements have been recorded from the surviving passenger, hospital administrators, and eyewitnesses.

North West Nile Region Police Spokesperson, SP Asea Collins, said the cause of the accident remains under investigation. “We are examining mechanical factors and rider actions. Further updates will be provided,” SP Asea said.

NATIONAL & REGIONAL ROAD SAFETY CONTEXT

The 2025 Annual Crime Report shows Uganda recorded 26,044 road crashes in 2025, up from 25,107 in 2024. Fatal crashes rose to 4,602 from 4,434, while total deaths climbed to 5,383 from 5,144. Serious injuries increased 8.4 per cent to 18,444 and minor injuries rose 0.5 per cent to 3,668.

Men accounted for 83 per cent of all road traffic fatalities, while those aged under 35 comprised 56.2 per cent of deaths. The Directorate of Traffic and Road Safety attributed high youth fatalities to “incompetence and risky behaviour”.

Motorcycles dominated accident statistics with 15,096 crashes, causing 3,224 deaths, 10,000-plus serious injuries, and 14,017 minor injuries. Motorcars were second with 12,084 crashes, 953 deaths, and 4,830 serious injuries.

Pedestrians made up a significant share of victims: 43 per cent were killed while crossing roads, 32 percent while walking along roads, and 9 percent while standing by roadsides.

Evening hours were the deadliest, with 3,484 crashes recorded between 1800hrs and 1959hrs. Weekends registered the highest crashes: Friday 3,921, Saturday 3,913, and Sunday 3,870, which together claimed 810 lives.

WEST NILE PICTURE

Police reports have listed West Nile among the country's leading accident hotspots, alongside Metropolitan Kampala and Greater Mbarara. During Easter 2026 alone, West Nile Police recorded four deaths in crashes, including a serious incident in Arua City Central Division and another on the Paidha–Nebbi road that injured four victims.

Nationally, Rwenzori Region posted the highest homicide cases at 408, but road deaths are more geographically diffuse. In Kampala, motorcyclists accounted for 49 per cent of 425 road deaths in 2022, and pedestrian deaths rose 14 per cent from 162 in 2021 to 185 in 2022.

EXPERT VIEW & RESPONSE

Director of Traffic and Road Safety, AIGP Lawrence Nuwabiine, told police earlier that the rise in crashes and fatalities during peak periods reflects “higher travel demand, increased commercial activity and long travel distances during festive season”. He noted most crashes occurred on straight road sections where speeding and risky overtaking are prevalent.

Decently ,Inspector General of Police Abas Byakagaba said police will fully implement the sub-county policing model to further reduce crime and crashes, which he put at 56 percent nationwide.

The force is also re-launching the Express Penalty System to address road carnage.

BALANCE & NEXT STEPS 

Police have not attributed blame pending the inspection of motorcycle UEM 378W and review of witness accounts. No charges had been preferred by press time. The recovered motorcycle will be examined for mechanical defects beyond the unfolded stand.

SP Asea appealed to riders to conduct pre-ride checks. “Simple omissions like an unfolded stand can be fatal. We urge all motorcyclists to ensure safety gear and vehicle readiness before moving,” he said.

The Directorate of Traffic and Road Safety continues to enforce reckless driving, speeding, and helmet regulations. In 2022, police issued 9,278 Express Penalty tickets in one week for offences including reckless driving 1,868, invalid licences 820, speeding 343, and riding without crash helmets 520.
