President Museveni on Wednesday lectured 312 newly trained recruits of the Internal Security Organisation (ISO), urging them to embrace patriotism, Pan-Africanism and ideological clarity as they prepare to join Uganda’s intelligence services.

Speaking at State House Entebbe, Museveni reminded the officers that security forces must be guided by a clear mission. He reflected on Uganda’s colonial past, saying the army inherited at independence had been designed to “maintain colonialism and suppress our thirst for independence.”

“Our number one priority is patriotism and the spirit of Uganda,” Museveni said. “Prosperity comes from every adult producing goods or services, not from begging or relying on others. That is why Pan-Africanism is crucial. Africa can support our prosperity far better than Uganda alone.”

He emphasized the ruling National Resistance Movement’s four ideological pillars—patriotism, Pan-Africanism, socio-economic transformation and democracy—framing them within the historical missions of prosperity, strategic security and African unity.

Security Minister Jim Muhwezi praised Museveni’s personal guidance and warned the recruits that their first test would be tackling the sabotage of government programs by corrupt officials.

“Some parish chiefs are stealing money from the Parish Development Model, and in UPE, some teachers impose illegal charges on pupils,” Muhwezi said. “This is criminal. Once ISO deals with this problem, the country will move forward.”

ISO Director General Arthur Mugyenyi said the new recruits, drawn from 945 applicants, include 207 men and 105 women with university and diploma qualifications.

Their training covered intelligence, counterterrorism, political ideology and “Musevenomics.”

“These are polished cadres equipped with professionalism, integrity and fresh energy,” Mugyenyi said, adding that ISO plans to establish a permanent training facility in Nakasongola.

The officers will be deployed after their pass-out parade on October 17, with their first assignments focusing on protecting Uganda’s sovereignty and ensuring government programs are delivered as intended.
