Envisioned for holistic progressive social, economic and cultural growth for greater Nebbi natives, “Vura Pa’Judongo” literally translated as “The Council of elders” has embarked on formulating its structures for constructive mobilization and engagement on pertinent agendas for development.

Vurra Pa’judongo, is a legally registered entity with 35 members with full functioning structures and leadership in greater Nebbi districts of Nebbi, Zombo and Pakwach.

The leadership conducted a three-day local government visits and interacted with LC V chairpersons, Chief Administrative Officers, district councils among others about their vision and goals.

For coordination, the Council of elders appointed John Pascal Wapokurwa, Zombo district, Dr. Jakor Oryema Nebbi district and Brian Nestore Owiny Pakwach district responsible for conducting business on councils’ behalf.

These district coordinators are tasked with responsibilities of mobilizing and forming committees of elders in divisions, sub-counties, town councils, wards and parishes respectively.

Speaking during a meeting at Daudi Courts in Paidha town council on 6th November 2025, the core members emphasized needs for upright raising of young people, discipline, education and embracing good cultural values that will be achieved without leaving any household behind and in a non-partisan and systematic transparent manner.

Kura Vasco the Chairman Vura Pa’Judongo implored that they will work with government structures, cultural and religious leaders, Civil Society Organizations and business community to realize what the elders of greater Nebbi foreseen.

Kakura Emmy Kizito, one of the founder members, rallied members to identify the core demand of the community for scrutiny to address common issues.

He emphasized that elders have identified gaps in the lifestyle of the youth commonly known as the Gen Z, to shape their future.

“The elders should come to address the gap between the Gen Z and elders themselves harmoniously.” Emmy remarked during the meeting at Daudi courts.

Casmiro Umirambe from Athuma sub-county in Zombo district condemned excessive drug and substance use by youth.

Emillio Udongo, the president of Nebbi Development Forum who double as head of secretariat for Vura Pa’judongo, asserted that the council have vision bearers for development and that, in all the 41 lower local government in greater Nebbi, they intend to have representatives in all parishes.

According to Udongo, the council has inclusive members who have experience, knowledge, and wisdom to bring the desired change via guiding the citizenry.

“We have the critical mass of elders who will be mandated to nurture young people to know that respect of authority starts from local levels and that these elders are trying to reposition themselves to imparting knowledge, re-enforcing the cultural identity, issues of hard work and the skills of listening”. John Pascal Wapokurwa, embraced the responsibility and promised to mobilize and form the structures for Zombo district elders’ council within two weeks.

He invited the elders of Zombo to turn-up for the responsibility.
