KAMPALA, Uganda — The Ministry of Education and Sports has inaugurated a new 13-member governing board to oversee the operations of the Uganda National Examinations Board for the next three years.

The board, which includes both new appointments and returning members, is tasked with maintaining the integrity of the national assessment system. Its immediate priority will be the release of the 2025 Uganda Certificate of Education results, which officials expect to go public this week.

Prof. Celestino Obua was reappointed as the chairperson, marking his second term leading the body.

Several new members joined the board to represent various educational sectors. Dr. Cleophus Mugenyi, the ministry’s head of basic and secondary education, took over for the retired Ismael Mulindwa. Dr. Bernadette Nambi, the new director of the National Curriculum Development Centre, replaced her predecessor, Dr. Grace Baguma.

Other new representatives include:

Hajat Zulaika Nabukeera, headteacher of Nabisunsa Girls’ School, representing secondary schools.

Beatrice Asimasia Adiru, headteacher of Arua Hill Primary School, representing primary schools.

Counsel Jeffrey Atwine from the attorney general’s office.

Harriet Nabusoba Sebabi, representing the Public Service Commission.

Returning to the board for a second term is Frances Atima, the ministry’s head of education standards. The remaining members include Haji Mohammed Kaaya, Dr. Rose Clarke Nanyonga, Juma Mulesa, and Patrick Kaboyo.

In a speech delivered by State Minister for Higher Education Dr. John Chrysostom Muyingo, Education Minister Janet Museveni emphasized that the board’s diverse composition is vital because the board’s work affects all levels of society.

The minister noted that the board is responsible for providing strategic direction and safeguarding the autonomy and integrity of the examination process. She specifically challenged the members to eliminate examination malpractice and oversee the continued rollout of competence-based assessments at the primary and secondary levels.

Museveni also encouraged the new leadership to prioritize digital transformation and innovation to keep pace with global educational changes.

Obua said the board is currently coordinating with the ministry to finalize the date for the UCE results briefing and subsequent release.
