The Alur Kingdom has issued a strong call for community-wide backing of the newly established Muni University Institute of Leadership and Governance (MUILG), describing it as a timely strategic intervention to close critical leadership and governance gaps in the West Nile sub-region and beyond.

Representing the Alur Kingdom at the official launch on Monday, 23 March 2026, Prime Minister Prince Lawrence Opar Angala hailed Muni University as “a beacon of academic excellence in the West Nile sub-region” and affirmed the Kingdom’s full ownership support.

“As the Alur Kingdom, we are part and parcel of this development,” Prince Opar Angala said. “This institute has come at the right time because it will address leadership gaps at all levels. It will equip our people with vital competencies in mediation, conflict management, alternative dispute resolution and modern governance practices. We therefore warmly welcome the institute and call upon all our subjects, wherever they are, to embrace it and provide the necessary human and material support to ensure its success.”

The establishment of MUILG comes against the backdrop of long-standing governance challenges across Africa, particularly in Uganda.

A 2023 reflection on governance in Africa notes that poor leadership ethics, weak accountability, corruption and fraud continue to result in underdeveloped infrastructure, unsustainable development and inadequate delivery of essential services such as health, education and water.

The institute seeks to tackle these systemic barriers , including inadequate technical knowledge, weak accountability mechanisms, corruption and insufficient funding , by fostering innovative, participatory and evidence-based leadership and governance.

Through direct stakeholder engagement and alignment with local, national and global development frameworks, MUILG aims to build the capacity of local governments, the private sector, civil society organisations and communities for sustainable societal transformation.

The institute is a collaborative product of a strategic partnership between Muni University, the West Nile Development Association (WENDA) , whose membership includes all district local governments in West Nile and VNG International Uganda, a Dutch-affiliated organisation that provided technical and financial support for its establishment.

In an earlier media interview, Associate Professor Simon Anguma Katrini, Vice Chancellor of Muni University, underscored the centrality of leadership to societal progress.

“If leadership is wrong, everything goes wrong. This institute is our deliberate intervention to equip current and emerging leaders with practical skills, ethical values and cutting-edge knowledge to transform communities,” he said.

Prof. Anguma revealed that MUILG will function as the university’s flagship vehicle for community outreach through leadership training, coaching, mentorship and applied research.

Although it will not independently award degrees, the institute will complement academic programmes across all faculties and significantly amplify the university’s societal impact.

He added that capacity-building programmes have already been rolled out in Arua City, Terego, Yumbe, Koboko and Bulambuli District in Eastern Uganda.

“This is a practical institute. We have already started working with communities because leadership development cannot wait,” the Vice Chancellor emphasised.

The institute, developed following extensive community needs assessments, will target leaders from the public sector, private sector, civil society, religious institutions, cultural institutions and refugee-led organisations.

Moses Otim, Director of the West Nile Development Association (WENDA), welcomed the initiative and reaffirmed commitment to aligning leadership development with national priorities.

“We are committed to supporting initiatives that strengthen leadership and governance in our region and the country at large,” he said.

Feni Twalib, Chief Administrative Officer of the West Nile Regional Civil Society Network, called for a collaborative approach to governance challenges.

“Building competent leadership requires joint effort. This institute provides the platform we need to shape responsible, ethical and accountable leaders,” he noted.

Dr. Felix Andama Adiburu, Chairperson of the Organising Committee, highlighted that the institute is firmly grounded in research and community realities.

“We have conducted thorough needs assessments and clearly understand the leadership challenges in our communities. We are ready to empower leaders and address emerging issues such as migration and refugee integration,” Dr. Andama said.

Muni University continues to distinguish itself through initiatives that seamlessly integrate teaching, research and community transformation.

The university has invested heavily in e-learning technologies, strengthened its research systems and expanded mentorship programmes in secondary schools.

Professor Jacob Agea, Deputy Vice Chancellor in charge of Academic Affairs, reiterated the university’s commitment to quality and innovation.

“We encourage our staff to pursue further studies and strengthen research. Muni University is investing in modern technologies to ensure our students and leaders are prepared for today’s complex challenges,” Prof. Agea said.

He added that the university’s focus on innovation and research-driven learning remains key to producing graduates who are both locally relevant and globally competitive.

The Muni University Institute of Leadership and Governance (MUILG), officially launched on Monday 23 March 2026, is a specialised non-academic capacity-building centre designed to promote ethical leadership, good governance and sustainable socio-economic development across public, private and civil society sectors in the West Nile region and beyond.
