Zombo district Inducts Councilors With Call For Teamwork For Service Delivery

Zombo district has inducted councillors as they begin their newly mandated
2026–2031 five-year tenure with emphasis on a call for code of conduct of public
officers, discipline, unity, teamwork and improved service delivery to the
community.

During the induction held on Friday 2nd July 2026, councillors were trained on
their roles, basic financial management and budgeting process, projects and
programme in the district, basic procedures to procurement and disposal of
assets, code of conduct and ethical behaviours of public officers, decentralization,
preparation and conducting council meeting.

While making the opening remarks, Principal Assistant Secretary, Mr Ephraem
Kumakech who represented the Chief Administrative Officer [CAO], argued that
the leaders should reflect on the aspiration to serve the electorate with respect.

"Let the expectations of honour remain within the expected limits." Kumakech
implored the leaders. He implored the leaders to coordinate well with technical staff, “all the resources
of the district are supposed to be managed by you.”
Mr Kumakech also inspired the leaders to understand and appreciate
decentralization.

The Principal Human Resource Officer, Mr Peter Munguacel Angala while
facilitating, reminded the leaders on public trust, "We sit in public office on public
trust."

”You the political leaders, have a duty to do an oversight role as public officers.
After taking oath you have to be loyal to the government and it's programmes.
For example, embrace and mobilize communities about programmes like Parish
Development Madel [PDM], Youth Livelihoods [YLH], Disability grants, Uganda
Women Entrepreneurship Programme [UWEP] among others.”

"Councillors interest your-self, monitor health facilities, schools and projects in
your community." Mr Munguaciel observed.

The District Community Development Officer, Mr Samuel Ocaki for his part
encouraged the leaders to have gender inclusivity in their mind for the
beneficiaries of Revolving Funds (YLH and UWEP), National Special Grants, Special
Enterprise Grants, and Social Protection Grant for Older persons (SAGE) to
support livelihoods of older Person and the Parish Development Fund (PDM).

Mr Ocaki informed the leaders about the importance of agricultural
transformation Programme such as Uganda Intergovernmental Fiscal Transfers
Programme [UgIFT], a government initiative funded by the World Bank “Uganda.

Climate Smart Agricultural Transformation Programme” [UCSATP] and Micro-
Irrigation system as well as the NGOs and Community Based Organization [CBOs] intervention.

The councillor representing Athuma Sub-county, Francis Bolingo has appealed to
district leadership to ensure Lower Local Government Technocrats actively
involve implementation, launch, monitoring and commissioning of projects in the
sub-counties.

For his part the LC V Chairperson, James Uruna Uyullu commended heads of
departments for organizing the induction, observing that councillors will be in
position to deliver appropriately during their tenure.

"If we can debate within what has been presented to us it will be okay."
"Be humble, present yourself and represent your constituency. You will even
become LC V Chairperson of the district." He added

He highlighted of the development on roads and bridges, school infrastructure,
water, Agriculture among others. The Resident District Commissioner (RDC) Festus Ayikubua implored the councillors to respect the electorate and direct focus for quality service delivery
to achieve the dream of the district and Uganda at large.
Mr Aikubua, urged councillors to be ambassadors of fighting corruption.
