Berocan Epiphany, a seasoned economist and National Resistance Movement (NRM) candidate for Jonam Constituency’s Member of Parliament, launched his 2026-2031 campaign manifesto under the slogan “Tic Man Tela Pi Dongo Jonam” (Service with Integrity to Transform Jonam).

Addressing constituents in Pakwach District, Epiphany outlined a transformative agenda rooted in inclusive development, economic empowerment, and transparent governance, aligning with the NRM’s principles of nationalism, pan-Africanism, socio-economic transformation, and democracy.

A Vision for Socio-Economic Transformation

Epiphany, born in Pumit-Lwalo to a catechist father and a devoted mother, emphasized his deep connection to Jonam’s struggles and aspirations.

Drawing on his 16-year tenure at the Ministry of Finance, Planning, and Economic Development, where he shaped Uganda’s National Development Plans and spearheaded resource mobilization for the Sustainable Development Goals (SDGs), Epiphany pledged to leverage his expertise to address Jonam’s pressing challenges.

“Our vision is a healthy, educated, and productive Jonam,” Epiphany declared, highlighting key priorities: accessible healthcare, quality education, youth and women’s empowerment, agricultural productivity, and accountable governance.

He vowed to reject divisive politics and deliver measurable results through strategic partnerships with government, private sector, and development actors.

Key Policy Proposals

Healthcare Reform: Epiphany identified inadequate healthcare access as a critical barrier, exacerbating poverty and preventable diseases.

He proposed advocating for a fully equipped district hospital in Pakwach, comprehensive clean water and sanitation projects, and a dedicated ambulance service to address medical emergencies.

Additionally, he committed to supporting mobile health outreaches and incentivizing retention of medical personnel in rural areas.

Education Overhaul: Noting gaps in school infrastructure and teacher welfare, Epiphany pledged to lobby for primary and seed secondary schools in underserved parishes and sub-counties, respectively. His agenda includes securing scholarships for disadvantaged students, promoting STEM education, and bridging the digital divide through investments in computers, internet, and solar power for schools.

He also plans to enhance teacher motivation through professional development and recognition programs.

Youth and Women’s Empowerment:

Recognizing the untapped potential of Jonam’s youth, women, and persons with disabilities, Epiphany proposed targeted skills development, financial inclusion, and employment initiatives.

He aims to harness talents in sectors like sports, fashion, and technology, ensuring inclusive growth and economic self-reliance.

Agricultural and Economic Productivity: To bolster Jonam’s agrarian economy, Epiphany promised to support farmers and fishermen through fair markets, protective policies, and infrastructure development. He emphasized clean, organized markets for traders and sustainable livelihoods for all households.

Commitment to Transparent Governance

Epiphany underscored his commitment to servant leadership, promising an open-door policy and accountability to all constituents—youth, women, elders, and persons with disabilities.

“I will not rule, but serve,” he affirmed, pledging to amplify Jonam’s voice in Parliament and ensure equitable resource allocation through rigorous oversight.

A Proven Track Record

With a Bachelor’s in Economics from Makerere University and an MSc in Econometrics from the London School of Economics, Epiphany brings a wealth of experience. His career highlights include leading economic policy analysis at the Ministry of Finance, contributing to Uganda’s tenfold economic growth strategy by 2040, and establishing Zonal Analytics and Policy Advisory units to inform sub-regional planning.

His manifesto aligns with the NRM’s 2026-2031 priorities, focusing on legislation, budgeting, representation, and oversight.

Avola Kennedy’s Withdrawal Shifts Dynamics

Last week, Avola Kennedy, a prominent candidate, exited the race, a development confirmed by State Minister for Minerals Phiona Nyamutoro. Kennedy’s withdrawal has reshaped the electoral landscape, creating an opportunity for candidates like Epiphany to consolidate support. Though not confirmed, Posts on X suggest Kennedy’s decision was seen as an endorsement of Epiphany’s candidacy, with some users describing him as the “most appropriate leader” for Jonam.

Call to Action

Urging voters to reject short-term inducements, Epiphany called for a united Jonam to reclaim its pride and prosperity. “This is not about me, it’s about us,” he said, rallying support for the NRM and President Yoweri Kaguta Museveni.

As Jonam prepares for the 2026 elections, Epiphany’s manifesto positions him as a candidate poised to bridge local aspirations with national development, promising a future of progress and dignity for all.
