The Alur Kingdom actively participated in a high-level stakeholders’ engagement workshop on the implementation of the Non-Individual Register (NIR), organized by the Uganda Registration Services Bureau (URSB) on 19th May 2026 at Dreamland Hotel in Arua District.

Rupiny Ronnie Robert of the Ker Alur Secretariat represented the Kingdom at the workshop, which brought together representatives from civil society organizations, faith-based institutions, cultural institutions, the business community, and selected local governments.

The workshop aimed to raise awareness about the NIR, align institutional processes with the new system, promote data sharing, verification, and inter-agency collaboration. 

The NIR is a centralized electronic register for all non-individual entities in Uganda, including companies, partnerships, NGOs, associations, cooperatives, SACCOs, trusts, and cultural institutions.

Key Highlights from the Workshop

URSB officials, including Deputy Registrar, Senior Registration Officer Andrew, and Senior Registration Officer Marion, explained that the government amended the Tax Procedures Code Act to establish the NIR. Entities will receive a unique Entity Registration Number (ERN), which will serve as a single identifier for formal recognition, access to government services, finance, markets, and legal protections.

Core Benefits Emphasized:

Enhanced transparency and ease of doing business.

Better government planning through reliable data.

Access to loans, tenders, and formal economy opportunities.

Strengthened compliance and coordination across government agencies.

The register will include key details such as entity name, physical address, nature of operations, beneficial ownership, and authorized representatives. Registration is mandatory, with non-compliance attracting penalties. Existing registrations through various MDAs will feed into the centralized NIR.

At the engagement, Stakeholders raised concerns about potential tax implications with URA, data protection and privacy, costs of registration, and capacity gaps.

In response , URSB clarified that NIR registration itself is free, data will be protected under data protection laws, and the system aims to support rather than burden entities. Ministries and agencies such as MoGLSD will handle onboarding for cultural institutions like Ker Alur.

According to the report, the Kingdom will be onboarded onto the NIR through the Ministry of Gender, Labour and Social Development (MoGLSD) as the associate entity for gazetted cultural institutions.

 Ker Alur has also been invited to host further awareness sessions within its jurisdiction.

The workshop concluded successfully, with URSB planning a nationwide rollout of the NIR by June 2026.
